Answers for Owners, GCs, and Procurement Teams
Got questions about our union status, scope, or project process? We’ve answered the most common inquiries below. Don’t see what you’re looking for? Reach out and we’ll get back to you directly.
What types of projects do you specialize in?
We focus on industrial electrical construction, utility infrastructure, and commodities-driven projects throughout Southern California. Our work includes natural gas and pipeline-adjacent facilities, water and wastewater utilities, substations, refineries and petrochemical facilities, public works and municipal infrastructure, industrial warehouses and manufacturing, and ground-up general contracting. We do not do residential work. For commercial work, we are selective — contact us to discuss your specific scope.
Are you a union electrical contractor?
Yes. Padilla Electric Builders is proudly signatory with IBEW Locals 11, 47, 413, and 441. Our electricians are union-trained, Cal/OSHA-certified, and qualified for high-compliance industrial, utility, and infrastructure projects across Southern California.
Do you also provide general contracting services?
Yes. In addition to our C-10 Electrical license, we hold a Class B General Building license (CSLB #723149), which allows us to manage and self-perform scopes beyond electrical — including concrete, rebar, civil work, structural coordination, and trenching. This dual licensing gives us the flexibility to serve as both a prime contractor and a subcontractor, depending on your project structure. It also means fewer subs, cleaner coordination, and one point of accountability across the full scope.
What geographic areas do you serve?
We serve Southern California, including Los Angeles County, Ventura County, Orange County, and into Central California depending on project scope. For utility, infrastructure, and industrial work, we are frequently engaged across broader regions. If you’re unsure whether your location is within range, contact us and we’ll confirm.
Who do you typically work with?
We work with general contractors, project owners, developers, utilities, water districts, public agencies, and commodities operators. Our clients include companies that cannot afford a contractor who shows up unprepared or misses compliance requirements. Our track record includes repeat contracts with Southern California Gas Company, Siemens Energy, BNSF Railway, Petrell Electric, and multiple water districts. We are experienced with master contracts, prequalification requirements, and high-compliance procurement processes.
Are you certified to work in hazardous or high-risk environments?
Yes. Our workforce holds certifications for the environments where this type of work actually gets done. That includes H2S gas detection, confined space entry, underground and shoring competency, sensitive area work, fall protection, OSHA 10 and 30, NFPA 70, DOT compliance, and pipeline testing. We are prequalified with ISNetworld, Veriforce, and Ariba, and we maintain the documentation that industrial and utility procurement teams require before a crew steps on site.
Are you State Certified MBE?
Yes. Padilla Electric Builders is a State Certified Minority Business Enterprise (MBE). If your project has supplier diversity or MBE participation requirements, we are qualified to meet them. We are experienced working with public agencies, municipalities, utilities, and enterprise clients who require certified MBE contractors as part of their procurement process. Documentation is available upon request.
How do I request a quote or submit a bid package?
Use our contact page to send us a message or give us a call directly. We review all project inquiries promptly and will follow up the same day with next steps. For larger scopes, we are happy to schedule a preconstruction conversation to make sure we understand your project before putting together a proposal.
Do you offer pre-construction services or design-build?
Yes. We provide pre-construction consulting, scope review, value engineering, and design-build electrical services. Our team can assist with budgeting, code compliance review, constructability analysis, and energy audits aligned with LEED planning. Getting us involved early consistently reduces change orders, tightens schedules, and gives owners better cost visibility before breaking ground.
Are you licensed, bonded, and insured for industrial projects?
Yes. We are fully licensed as both a C-10 Electrical Contractor and a Class B General Building Contractor (CSLB #723149). We carry bonding and insurance appropriate for large-scale industrial, utility, and infrastructure projects. All documentation is available upon request and can be submitted through ISNetworld, Veriforce, or Ariba for clients who require prequalification through those systems.
What safety protocols do your crews follow?
Safety is built into our execution, not bolted on after the fact. Our crews are Cal/OSHA-certified and trained to the standards required for industrial and high-compliance environments. Certifications include underground safety, confined space, shoring, fall protection, forklift operation, gas detection and H2S, traffic control, OSHA 10 and 30, NFPA 70, and sensitive area work. We follow NEC, NFPA 70, and all project-specific safety requirements on every site, and we are prequalified with ISNetworld, Veriforce, Ariba, DOT, and Pipeline Testing.
Are you equipped to mobilize quickly on industrial projects?
Yes, and this is something we take seriously. Our fleet arrives on site stocked with the materials and equipment needed to start work from day one. We don’t wait on deliveries or spend the first morning sourcing what we need. When the project window opens, we are ready to move. That operational readiness protects your schedule and keeps the project on track from the first day through closeout.
Can you handle fast-track or large-scale scopes?
Yes. Our union affiliations allow us to scale labor as project demands require, and our leadership is experienced in coordinating fast-paced, multi-phase, and high-compliance scopes. We work regularly under strict deadlines and deliver on schedule. For large or complex projects, we are happy to schedule a preconstruction conversation to discuss scope, sequencing, and schedule requirements upfront.
Do you work directly with end clients or only through GCs?
Both. We frequently serve as a subcontractor to general contractors, and we also work directly with project owners, municipalities, utilities, and industrial facility operators through our Class B General Building license. This flexibility makes us a reliable partner regardless of how your project is structured — whether you need a prime contractor managing the full scope or a specialty subcontractor for the electrical and power systems work.
